My Chihuahua is shaking not shivering, and has extremly goopy eyes!?

My chihuahua Louis has been shaking and his eyes have been full of goop! He's not shivering because the shaking Is really making his whole body shake really bad. Does he have a fever?! I'm really worries what should I do?!
