Real Estate law help?!?!?!!?

My next door neighbor's yard is extremely overgrown. It has a lot of junk and dead foliage that is spreading into my yard. There are also tree branches touching my house. They won't do anything to red up their yard and its a burden every year the amount of waste and leaves that I have to pick out of my yard. There is not one other house in our 80+ home community that has more than three trees in their yard. How do they get away with it? I have contacted my local municipality's code enforcement and checked their by laws and they are in violation but the municipality does nothing to enforce it. What do I do. Overgrown and Upset in Pa.
